As of February 28, 2023, the Governor terminated the state's COVID-19 State of Emergency. Procedures put in place to accommodate the pandemic restrictions have been reverted back to pre-pandemic practices. Teleconference testimony during committee hearings will no longer be available.
The Senate continues to welcome the public and provides access to both in-person and written participation for public comment. If you are unable to attend a hearing in person, written comments or testimony can be provided directly to the committees by emailing the committee or utilizing the Advocacy Portal.
JURISDICTION: Bills relating to CalWORKs and other welfare programs; CalFresh; child welfare and foster care; services to persons with disabilities, including those provided by regional centers and the state's developmental centers; in-home supportive services (IHSS); aging and long-term care; community care licensing; and, social services and rehabilitative services, in general.

Position Letters
Support and opposition letters must be received through the Committee portal no later than noon the Tuesday prior to the regularly scheduled hearing on the bill in question. Electronic copies of support and opposition letters must be submitted electronically via the Advocacy Portal. Letters received after the deadline will not be reflected in the analysis.
Letters from organizations must be on letterhead, include a signature, be addressed to Human Services Committee and a reference to the bill in order to be listed in the committee analysis. If the bill is substantially amended, a new letter is required. Electronic copies of letters must be on the organization’s letterhead with a signature. Single letters from multiple organizations must include letterhead insignia from each organization to be included, as well as signatures from each organization. These letters may be noted as a single letter.
Letters from individuals must include the writer’s full name and residential address, including zip code.
Policy committees are responsible for the analyses of bills that reach Third Reading. Floor analyses reflect verified support and opposition. It is the responsibility of the author’s office to provide updated letters to this committee prior to bills reaching Third Reading, consistent with committee rules in this section. If updated letters are not provided, floor analyses will indicate that support and opposition cannot be verified and therefore will not be listed.
